The Homeless population of Portland Metro increased by 61% over the last two years. Despite the $724 million we spend a year on the homeless, the population continues to surge. This is not an affordable housing issue. This is the lack of a model or standardized approach. Everybody is duplicating services and nobody is required to produce measurable results.
